After thirty-seven years as a civilian with the US Navy Department, Ms. Gloria Cooper utilized her experience with various contracting companies to create a new type of support contractor. It was her intent that this company would provide the most experienced personnel at the best prices ensuring that the lines of communication between the company and the customer would never be compromised.

As a minority owned business, GEMS provides experienced personnel comparable to that usually found in much larger companies.
